1. Scope of application
1.1 These “Rules of admission to study at the NJSC “International University of Tourism and Hospitality” (hereinafter – Rules) developed in accordance with paragraph 24 of the Order of the Minister of Education and Science of the Republic of Kazakhstan dated October 30, 2018 No. 595 “On approval of Standard Rules for the activities of organizations of higher and (or) postgraduate education”, Resolution of the Government of the Republic of Kazakhstan dated January 23, 2008 No. 58 “On approval of the Rules for Awarding an Educational grant to pay for higher or Postgraduate Education with the award of a Bachelor’s or Master’s degree” and Order of the Minister of Education and Science of the Republic of Kazakhstan dated October 31, 2018 No. 600 “On approval of Standard Rules for admission to education organizations, implementing educational programs of higher and postgraduate education”.
1.2 Admission of persons to the NJSC “International University of Tourism and Hospitality” (hereinafter – the University, NJSC “IUTH”) is carried out by placing a state educational order and an educational grant of higher education at the expense of the republican budget allocated by the Ministry of Culture and Sports of the Republic of Kazakhstan, as well as tuition fees at the expense of the student’s own funds and other sources.
1.3 These Rules of the University must be observed during the preparation and implementation of bachelor’s degree programs.
1.4 These Rules are the basis for assessing the quality of admission of students.
1.5 The rules of the University are included in the documentation of the NJSC “International University of Tourism and Hospitality”.
2. Regulatory references
2.1 In these Rules reference is made to the following normative documents:
Law of the Republic of Kazakhstan “On Education” dated July 27, 2007 No. 319;
Resolution of the Government of the Republic of Kazakhstan dated January 23, 2008 No. “On approval of the Rules for Awarding an educational Grant to Pay for higher or Postgraduate Education with the award of a Bachelor’s or Master’s degree”;
Order of the Minister of Education and Science of the Republic of Kazakhstan dated October 30, 2018 No. 595.”On approval of the Standard Rules of activity of organizations of higher and (or) postgraduate education”;
Order of the Minister of Education and Science of the Republic of Kazakhstan dated October 31, 2018 No. 600. About the approval of the Standard rules for admission to training in educational organizations implementing educational programs of higher and postgraduate education;
Order of the Ministry of Education and Science of the Republic of Kazakhstan dated May 2, 2017 No. 204 “On Approval of the Rules for conducting the Unified National Testing and the provision of Public Services “Issuance of a certificate of passing the Unified National Testing” (hereinafter referred to as the UNT Rules);
Order of the Minister of Education and Science of the Republic of Kazakhstan dated October 30, 2018 No. 595. “On approval of Standard Rules for the activities of organizations of higher and (or) postgraduate education”;

3. Names, definitions and abbreviations
3.1 The following abbreviations are used in these Rules of the University:
UNT – Unified National Testing;
MES RK – Ministry of Education and Science of the Republic of Kazakhstan;
ISS RK – Ministry of Culture and Sports of the Republic of Kazakhstan;
NJSC “IUTH” – Non-profit Joint-stock Company “International University of Tourism and Hospitality”;
RK – Republic of Kazakhstan;
OVPO – Educational organizations of the Republic of Kazakhstan that implement educational programs of higher and (or) postgraduate education;
University – NJSC “International University of Tourism and Hospitality”.
4. Responsibility
4.1 These Rules of the University are discussed and approved by the Academic Council of the NJSC “International University of Tourism and Hospitality”.
4.2 The Admissions Committee is responsible for compliance with these requirements of the University.
4.3 Control over the implementation of these Rules of the University is assigned to the Vice-Rector for Academic and Scientific Activities.
5. General provisions
5.1 The procedure for admission to the NJSC “International University of Tourism and Hospitality”
5.1.1 Acceptance of documents from applicants to study at the University is carried out by the Admissions Committee, headed by the Chairman of the Board–Rector of NJSC “IUTH”.
The Admissions Committee consists of: the Chairman of the Board – Rector, Vice-rectors, heads of structural divisions and representatives of the teaching staff of the University. The quantitative composition of the Admissions Committee consists of an odd number of members. The Chairman of the Admissions Committee is the Chairman of the Management Board–the Rector of the University. The Executive Secretary of the Commission is appointed by the order of the Chairman of the Board–Rector of NJSC “IUTH” or the person acting as his/her duties.
5.1.2 Persons with general secondary, technical and vocational, post-secondary education, higher education are admitted to the NJSC “IUTH”.
5.1.3 To participate in the competition for the award of an educational grant of higher education at the expense of the republican budget allocated by the Ministry of Education and Science of the Republic of Kazakhstan, and (or) to enroll in paid education, persons with secondary, technical and vocational or post-secondary education, who have passed the UNT and scored according to its results are allowed:
according to the group of educational programs B005–Training of physical education teachers – at least 75 points;
according to the group of educational programs B091–Tourism – at least 50 points;
according to the group of educational programs B092-Leisure – at least 50 points;
according to the group of educational programs B093-Restaurant business and hotel business – at least 50 points;
At the same time, it is necessary to score at least 5 points for each subject of the UNT.
5.1.4 Admission of persons entering the NJSC “IUTH” is carried out according to their applications on a competitive basis in accordance with the points of the certificate of the established sample, in the form approved by the order of the Acting Minister of Education and Science of the Republic of Kazakhstan dated October 23, 2007 No. 502 “On approval of the form of strict reporting documents used by educational organizations in educational activities” and (or) an electronic certificate with the applicant’s unique data, officially confirming the results of the UNT, published on the website of the National Testing Center (hereinafter – UNT certificate).
5.1.5 Holders of state educational grants of higher education at the expense of the republican budget allocated by the Ministry of Education and Science of the Republic of Kazakhstan are enrolled in the University on the basis of the Law of the Republic of Kazakhstan “On Education” dated July 27, 2007 No. 319, Resolution of the Government of the Republic of Kazakhstan dated January 23, 2008 No. 58 “On approval of the Rules for awarding an educational grant to pay for higher or postgraduate education education with the award of a bachelor’s or master’s degree, Order of the Minister of Education and Science of the Republic of Kazakhstan dated October 31, 2018 No. 600 “On approval of Standard rules for admission to educational organizations implementing educational programs of higher and postgraduate education”, internal regulatory documents of the NJSC “International University of Tourism and Hospitality” and these Rules.
5.2 The procedure for admission and conduct of creative exams
5.2.1 Admission to training in the group of educational programs “B005- Training of teachers of physical culture” and “B092-Leisure” is carried out taking into account the results of creative exams.
5.2.2 For the organization and conduct of creative examinations, by the decision of the Chairman of the Board–Rector of NJSC “IUTH” or a person acting as his/her duties, an examination commission is created for the period of the exam.
5.2.3 The commission consists of representatives of the NJSC “IUTH” from among the teaching staff, public organizations, mass media.
The Commission consists of an odd number, and the chairman of the commission is elected by a majority of votes from among the members of the commission. The decision of the commission is considered competent if at least two thirds of its members are present at the meeting. The decision of the commission is made by a majority vote of the number of those present at the exam. In case of equality of votes, the vote of the chairman of the commission is decisive.
5.2.4 Creative examinations are conducted according to groups of educational programs in accordance with the List of groups of educational programs for which creative examinations are conducted according to Appendix 1 of the “Model Rules for admission to educational organizations implementing educational programs of higher and postgraduate education” approved by Order of the Minister of Education and Science of the Republic of Kazakhstan dated October 31, 2018 No. 600.
5.2.5 Persons entering the group of educational programs “B005- Training of teachers of physical culture” and “B92-Leisure” for creative exams submit the following documents to the Admissions Committee:
1) a document on general secondary or technical and vocational, post-secondary education (original);
2) 2 photo cards measuring 3 x 4 centimeters;
3) a copy of the identity document;
4) UNT certificate (if available).
5.2.6 Acceptance of applications from applicants for the creative exam is carried out at the University in the period from June 20 to July 7 of the calendar year.
5.2.7 The creative exam is held in the period from July 8 to July 15 of the calendar year.
5.2.8 Persons entering the group of educational programs “B005- Training of teachers of physical culture” and “B092-Leisure”, requiring creative training, having documents on general secondary, technical and vocational or post-secondary education, pass two creative exams in the NJSC “IUTH”.
5.2.9 For persons with secondary or technical and vocational, post-secondary education, entering the group of educational programs “B005- Training of teachers of physical culture” and “B92-Leisure”, requiring creative training, scores on the history of Kazakhstan, reading literacy (language of instruction) are taken into account.
5.2.10 The form and program of the creative exam for the group of educational programs “B005-Training of teachers of physical culture” and “B092-Leisure” are developed by the University and approved by the Chairman of the Admissions Committee of the University.
5.2.11 The schedule of the creative exam (the form of the exam, date, time and place of the consultation) is approved by the Chairman of the Admissions Committee and brought to the attention of applicants before the start of the admission of documents and published on the official Internet resource of the University.
5.2.12 Admission to the audience (room) for creative examinations is carried out upon presentation of an identity document.
5.2.13 Before the beginning of the creative exams, applicants are explained the procedure for conducting, as well as the time of the beginning and end of the creative exams, the time and place of the announcement of the results, the procedure for filing an application for appeal.
5.2.14. Creative exams for applicants with documents on general secondary or technical and vocational, post-secondary education are evaluated according to a 45-point system.
5.2.15 The results of the creative exam are drawn up by a statement of assessments, the protocol of the commission in any form and are transmitted to the executive secretary of the Admissions Committee (his deputy) to announce the results. The minutes of the commission are signed by the Chairman and all the members of the commission present.
5.2.16 The results of creative exams are announced on the day of the exam.
5.2.17 According to the results of the creative exam, the applicant is given an extract from the list of grades for admission to the university on a paid basis, regardless of the place of the creative exam.
5.2.18 For the period of the exams, in order to comply with the requirements for the creative exam, resolve disputes, protect the rights of persons passing the relevant exams, by order of the Chairman of the Board–Rector of NJSC “IUTH” or a person acting as his duties, an Appeal Commission is created, the composition of which consists of an odd number of members, including its chairman.
5.2.19 The application for appeal is submitted to the Chairman of the Appeal Commission personally by the person who passed the special or creative exam, is accepted until 13.00 hours of the next day after the announcement of the results of the special or creative exam and is considered by the Appeal Commission within one day.
5.2.20 The decision of the Appeal Commission is considered competent if at least two thirds of its members are present at the meeting. The decision on the appeal of disagreement with the results of the creative exam is made by a majority vote of the number of members of the commission present. If the votes of the members of the Appeal Commission are equal, the Chairman’s vote is decisive. The work of the Appeal Commission is formalized by a protocol signed by the chairman and all members of the commission present.
5.2.21 On the day of completion of the creative exam, NJSC “IUTH” transmits to the information system of the National Testing Center of the Ministry of Education and Science of the Republic of Kazakhstan all the results of the creative exam of applicants for participation in the competition for the award of an educational grant of higher education at the expense of the republican budget and (or) admission to the University for paid tuition.
5.3 Procedures and grounds for awarding an educational grant
5.3.1 The competition for awarding educational grants at the expense of the republican budget allocated by the ISS of the Republic of Kazakhstan is conducted by the commission, the composition of the commission is approved by the Order of the Chairman of the Board–Rector of NJSC “IUTH”.
5.3.2 The Commission is formed in an odd number from among the employees of the NJSC “IUTH”, the authorized body in the field of tourism, other interested state bodies and departments, representatives of civil society institutions. The Chairman of the Management Board–Rector of NJSC “IUTH” is the chairman of the commission.
5.3.3 The meeting of the commission for awarding educational grants at the expense of the republican budget allocated by the ISS of the Republic of Kazakhstan is held on August 20 of the calendar year.
5.3.4 Educational grants to pay for higher education with the award of a bachelor’s degree at the expense of the republican budget allocated by the Ministry of Education and Science of the Republic of Kazakhstan are awarded on a competitive basis for specific groups of educational programs in accordance with the UNT certificate scores.
5.3.5 In the competition for the award of an educational grant of higher education, points in the history of Kazakhstan, mathematical literacy, reading literacy (the language of instruction), two profile subjects are taken into account.
5.3.6 To participate in the competition for the award of an educational grant of higher education, the applicant submits to the Admissions Committee:
1) application on the form of the established sample;
2) document of education (original when submitting documents to the admissions committee);
3) UNT certificate (when submitting documents to the Admissions Committee);
4) medical certificate on form 075;
5) a copy of the identity document.
In the application, the applicant for participation in the competition for the award of an educational grant of higher education indicates the educational program of higher education of the University chosen by him.
5.3.7 Applications for participation in the competition for the award of educational grants are accepted from June 20 to August 19 of the calendar year.
5.3.8 To participate in the competition for the award of an educational grant of higher education at the expense of the republican budget allocated by the Ministry of Education and Science of the Republic of Kazakhstan, persons with secondary, technical and vocational or post-secondary education, who have passed the UNT and scored according to its results are allowed:
– according to the group of educational programs B005–Training of physical education teachers – at least 75 points;
according to the group of educational programs B091–Tourism – at least 50 points;
according to the group of educational programs B092-Leisure – at least 50 points;
according to the group of educational programs B093-Restaurant business and hotel business – at least 50 points.
5.3.9 At the same time, it is necessary to score at least 5 points for each UNT subject.
5.3.10 When conducting a competition for educational grants, as well as enrolling students in the state educational order for the training of personnel with higher education, in case of equality of points, they have a preferential right in the subsequent order:
1) persons awarded with the “Altyn Belgi” badge;
2) persons awarded the badge of distinction for their patriotism and active citizenship;
3) persons with educational documents of educational organizations implementing educational programs of technical and vocational, post-secondary education, who have confirmed their qualifications and have at least one year of work experience in the specialty;
4) winners of international olympiads and competitions of scientific projects (scientific competitions) in general education subjects (awarded with diplomas of the first, second and third degree), international and republican competitions of performers and sports competitions (awarded with diplomas of the first, second and third degree) of the last three years, the list of which is determined by the authorized body in the field of education, as well as winners of the presidential, republican Olympiads and competitions of scientific projects in general education subjects (awarded with diplomas of the first, second and third degree) of the current academic year, provided that their chosen specialty corresponds to the subject of the Olympiad, competition or sports competition;
5) orphans and children left without parental care, as well as citizens of the Republic of Kazakhstan from among young people who have lost or remained without parental care until adulthood, disabled people of the first and second groups, veterans of military operations on the territory of other states, veterans equated with benefits to veterans of the Great Patriotic War, disabled since childhood, disabled children who, according to the medical report, are not contraindicated to study in the relevant educational institutions, and persons with educational documents (certificates, certificates, diplomas) with honors.
At the same time, in the case of identical scores, educational grants of higher education are awarded to persons with high average scores of a certificate, certificate or diploma.
In the case of identical scores, as well as the same average scores of a certificate, certificate or diploma, the points scored in the profile subject are taken into account. Participants of repeated complex testing cannot participate in the competition. In the absence of a pre-emptive right to award an educational grant of higher education, in the case of identical indicators, points are awarded to persons with high average scores of a certificate, certificate or diploma.
In the case of identical scores and in the absence of a pre-emptive right, as well as the same average scores of a certificate, certificate or diploma, the points scored in the profile subjects are taken into account.
If the Decree of the Government of the Republic of Kazakhstan dated February 28, 2012 No. 264 “On approval of the admission quota for admission to educational organizations implementing educational programs of technical and vocational, post-secondary and higher education” establishes rules other than those contained in the Rules for Admission to the International University of Tourism and Hospitality, apply the rules of the above resolution.
5.3.11 The competition is for persons of Kazakh nationality who are not citizens of the Republic of Kazakhstan, orphans and children left without parental care, as well as citizens of the Republic of Kazakhstan from among young people who have lost or remained without parental care until adulthood, disabled people of the first and second groups, veterans of military operations on the territory of other states, veterans equated by benefits to veterans of the Great Patriotic War, disabled children from childhood, disabled children who, according to a medical opinion, are not contraindicated to study in relevant educational organizations, children from families with four or more minor children, children from single-parent families with this status for at least three years, children from families raising disabled children from childhood, disabled people of the first and second groups, are held according to quotas approved by the Order of the Ministry of Culture and Sports of the Republic of Kazakhstan.
The Commission reserves the right to distribute undeveloped quotas in the order of the following order:
1) orphans and children left without parental care, as well as citizens of the Republic of Kazakhstan from among young people who have lost or remained without parental care until adulthood;
2) citizens from the disabled groups I, II, disabled since childhood, disabled children;
3) persons of Kazakh nationality who are not citizens of the Republic of Kazakhstan;
4) children from families with four or more minor children;
5) children from single-parent families who have this status for at least three years;
6) children from families raising disabled children from childhood, disabled people of the first and second groups;
7) general competition.
5.3.12 Citizens from among the disabled of groups I, II, disabled since childhood, disabled children, persons equated by benefits and guarantees to participants and invalids of the Great Patriotic War, persons of Kazakh nationality who are not citizens of the Republic of Kazakhstan, orphans and children left without parental care, as well as citizens of the Republic of Kazakhstan from among the youth, who have lost or remained without parental care until adulthood, children from families in which four or more minor children are brought up, children from single-parent families with this status for at least three years, children from families, raising disabled children from childhood, disabled people of the first and second groups additionally submit documents confirming the granting of preferential rights and quotas.
5.3.13 The Competition Commission, based on the submitted documents for the award of an educational grant, in accordance with the provisions of these Rules, conducts its work and makes a proposal for enrollment in the number of students.
5.3.14 The Commission reserves the right not to consider the documents of candidates who do not meet the requirements for admission to higher educational institutions of the Republic of Kazakhstan. In addition, if it is necessary to clarify the authenticity of some documents, the commission may send a request to the appropriate organization.
5.3.15 On the basis of the commission’s decision, an Order is issued by the Chairman of the Board–Rector of NJSC “IUTH” on enrollment for the grant.
6. The order of enrollment of students
6.1 Enrollment of applicants to NJSC “IUTH” is carried out by the Admission Committee of the University from August 21 to 25 of the calendar year on the basis of the Order of the Chairman of the Board–Rector of NJSC “IUTH”.
6.2 For admission to the University, applicants submit the following documents to the Admissions Committee:
1) an application addressed to the rector in the form;
2) document on general secondary, technical and vocational, post-secondary or higher education (original);
3) identity document (copy);
4) 6 photo cards measuring 3 x 4 centimeters;
5) medical certificate on form 075;
6) UNT certificate.
6.3 The Technical Secretary of the Admissions Committee accepts a package of documents, registers them and issues a receipt to the person receiving the package of documents on the day of receipt of the application, or in case of providing an incomplete package of documents refuses to accept documents.
6.4 The applicant submits the original documents to the Admissions Committee.
6.5 After receiving the documents, the Chairman of the Board–the Rector of NJSC “IUTH” issues an order on enrollment of the incoming University students.
6.6 Persons who have scored the threshold score set out in paragraph 5.1.3 of these Rules, according to the results of the UNT, submit applications to the Chairman of the Board–Rector of NJSC “IUTH” for admission to the University on a fee basis.
6.7 Persons who have secondary, technical and vocational or post-secondary education and have not scored the threshold score established in paragraph 5.1.3 of these Rules (based on the results of the UNT) are enrolled in the University full-time on a fee-based basis.
Upon completion of the academic period of study at the University, these persons repeatedly pass the UNT within a year, in accordance with the UNT Rules approved by the Order of the Minister of Education and Science of the Republic of Kazakhstan dated May 2, 2017 No. 204.
6.8 Persons who have an educational grant of higher education at the expense of the republican budget or the local budget, apply for admission to the University and are enrolled in the number of students by Order of the Chairman of the Board–Rector of NJSC “IUTH”.
6.9 Citizens of the Republic of Kazakhstan, who enroll on the basis of a state grant, conclude a contract on working out at least 3 (three) years in the order determined by the Government of the Republic of Kazakhstan.
6.10 Citizens of the Republic of Kazakhstan who have technical and vocational, post-secondary or higher education are accepted for training according to educational programs of higher education providing for reduced terms of study.
Admission to the University of persons with technical and vocational or post-secondary education with the qualification of “mid-level specialist” or “applied bachelor” in related areas of training of higher education personnel, providing for reduced terms of study, entering paid training, is carried out by the admission committee.
6.11 Persons accepted for higher education educational programs providing for shorter study periods have the right to participate on a competitive basis to receive vacant educational grants released in the process of obtaining higher education.
6.12 Admission to the University of persons with higher education in a group of educational programs providing for reduced terms of study on a fee-based basis is carried out by the admission committee.
6.13 Admission to the University is carried out separately according to educational programs of higher education and language departments.
6.14 Citizens with disabilities of the first and second groups, disabled children, as well as disabled people from childhood, submit to the Admissions Committee a medical report on the absence of contraindications for training in the chosen specialty.
6.15 Applicants on a paid basis, from among orphans and children left without parental care, are exempt from tuition fees.
6.16 Admission of citizens with general secondary education who have served military service for training in the NJSC “IUTH” on a paid basis is carried out within two years after completing military service based on the results of an interview conducted by the admission committee of the NJSC “IUTH”. According to the agreement between the Ministry of Defense of the Republic of Kazakhstan and NJSC “IUTH” on cooperation in the field of military-patriotic education of citizens, the University provides a 100 (one hundred) percent discount for the entire period of study to citizens of the Republic of Kazakhstan who have served a fixed term of military service and recommended by the Ministry of Defense for university studies.
7. Admission of foreign citizens to study
7.1 According to paragraph 7 of the Order of the Minister of Education and Science of the Republic of Kazakhstan dated October 31, 2018 No. 600 “On approval of the Standard Rules for admission to educational organizations implementing educational programs of higher and postgraduate education”, admission of foreign citizens to study at higher educational institutions on a fee basis is carried out based on the results of an interview conducted by the University Admissions Committee. To organize and conduct an interview, by order of the Chairman of the Board–Rector of NJSC “IUTH” or a person acting as his/her duties, an examination commission is created for the period of the exam.
7.2 Documents in a foreign language are provided with a notarized translation into Kazakh or Russian.
Documents on education issued by foreign educational organizations undergo the nostrification procedure in accordance with the procedure established by the legislation of the Republic of Kazakhstan after enrollment of persons during the 1st (first) academic period of study.
8. Interview rules
8.1 Admission of foreign citizens and persons on a paid basis is carried out based on the results of an interview on the ZOOM platform.
8.2 The interview is conducted in order to determine the applicant’s ability to master professional educational programs.
8.3 Members of the examination committees of the faculty are involved in the interview. The composition of the examination committee is approved by the Chairman of the Admissions Committee.
8.4 The course and results of the interview are formalized by the protocol (Appendix 1).
8.5 The results of the interview are evaluated according to a 100-point system. The passing score is 50 and above. The assessment of the interview is put down in the interview sheet and certified by the signature of the examiners.
8.6 The interview sheet is stored in the personal file of the applicant to the University. The retention period of the interview protocol not received is one year, after which it is subject to destruction.
8.7 The results of the interview are announced after the end of the exam.
8.8 The schedule of the interview is drawn up by the Admissions Committee and approved by the Chairman of the Admissions Committee.
8.9 During the interview, various questions of a profile orientation can be used.
8.10 After the end of the interview, the interview protocol and the statement are handed over to the executive secretary of the Admissions Committee.
9. Final provisions
9.1 Discussion and approval of these Rules of the University is carried out at the Academic Council of NJSC “IUTH”.
9.2 The person responsible for the audit of the document and corruption risks is the Anti–Corruption Compliance Service of the University.
9.3 The HR and Legal Support Department is responsible for the storage of the Rules.
