development of drafts of various prospective and current financial plans;
exercising control over analytical, financial and economic activity and strategic planning of the University, strengthening financial and economic discipline;
developing and submitting for approval the draft budget and annual financing plan, as well as making changes and additions to the budget request and financing plan;
making proposals to the Rector of the University on the return of ineffective funds of the approved state budget, or the reallocation to other items of expenditure needed by the University with a detailed justification.

planning the budget, submitting it for approval, amending the draft budget to the approved budget, coordinating with the University administration and the administrator of budget programs;
determining the areas of funding according to the Regulations on the expenditure of extra-budgetary funds from the provision of paid services, coordination with the Board and submission of appropriate proposals for the approval of the funding plan for amendments and additions to the funding plan;
analysis of data and making proposals for the formation of the budget, financing of the University projects, changes in the structure, staff number and staff schedule, salaries, bonuses for employees and the University;
formation of the University budget and extra-budgetary procurement plan and control over the execution of the procurement plan, collection of price (commercial) proposals for the analysis of procurement prices and budgeting.
